Council's lack of concern

I WOULD like to expose WDH's lack of concern for its tenants.
When I moved into my ground floor flat I was told my garden was at the front of flat. When I made inquiries about land outside my front door I was told to find out myself who owned it i.e. by going to Land Registry.
I requested WDH to cut back the weeds growing there, they did come – once, two years ago. Since then my requests have fallen on deaf ears.
My neighbour upstairs died some months ago, so the back garden is out of control. To get back to the waste land, the nettles and weeds are four to five feet high and growing over the pathway; there are weeds growing up the step to the flat upstairs.
I have been told a tenant will move in upstairs and eventually tackle the waste ground, but when is the question. I have seen rats running about and it is a serious environmental problem for which WDH will not take any responsibility.
